ASO Formula Aggregation Question

Looking to aggregate level zero calculations of an account member formula

Have an account with a member formula that for upper-level non-account dimensions should be aggregating the level zero values of the formula. I cannot seem to get the solve order correct. No matter what I set the account for, it recalculates for every level of the other dimensions. I think I need to set the other dimensions' solve orders to a higher value. But nothing seems to work. The question is: What is the right way to force an ASO account to calculate at level zeros and display the aggregated value of the level
