Sales ORder Shipment- How to generate shipment number and pack the material but restrict the shipmen

 Requirement is user want to generate the shipment and packed the material but do not want to ship it.


We are trying achieve this requirement by applying the hold on order but with that , system is not letting us to generate shipment number and perform packing.


any suggestion / idea to achieve this requirement?
