Prevent sales order submission when Corresponding shipment line integration status is interfaced

We have a requirement where we want to restrict the sales order submission (New revision) when corresponding shipment line integration status is interfaced.

System is throwing error - You can't modify the order line because the required connector isn't defined. Details: To modify this order line define the required connectors with names WMSValidateAndLockService and WMSShipmentRequestService using the Manage External Web Service Details setup page.
