Protection of data when data exchange is used to load to FCC

Is there a way of protecting override rates data that has been manually keyed to the "managed data" data source when a load is done from data exchange to the same entity ? In HFM cell protection could have been used ? Security/valid intersections might work but this would also prevent the same user from keying in the override rates. Thanks
