Pending active status course level

Hello,

We recently noticed the pending active status at course level when there is no assignment in the offering. From what I have seen this happen when the HR create the assignment.

When creating the assignment, in the advanced rules he selects the initial assignment status pending fulfillment. Now on some course when the assignment is created, it becomes pending active. Can someone explain it ?
