Hello Experts,

We're facing an issue in Loading Licenses and Certification for a person, the new records are getting created, i.e. the HDL loads successfully, but do not show up in the UI. The newly created records are visible from backend tables. What we observed is the issue started only after 23D patch has been applied to the instance. In case any of you have come across any similar issue, could you pls suggest.

Uploading the HDL for your reference. Until 23C we were able to use this format and it was working as expected.
