Can one role be delegated to multiple users

Summary:

Hi Team

We see that one of the user has delegated his line manager role to two users .The system also show both of them as de legatees but one of the employee highlighted in below screenshot is stating delegations is not working for that particular user . Can someone help with your thoughts where it went wrong . And also can you confirm if this is valid scenario.
