Why Items screen won't have Facility code

Summary:

In our Client Business we are integrating Items from Fusion to WMS. Business is looking for the Org level attributes in WMS. For example for one Company they are 3 Facilities and these 3 facilities, Item types, Lot and Serial controlled will be vary. They are not accepting the the defining of Items at BU level. Please let us know how to incorporate Items at Org level. I have seen the Warehouse option in Items where the above mentioned are not available.
