Can Oracle be treated as an external system to release planned PR as unapproved.

The standard release of planned PRs to Oracle from supply planning generates them in Approved status. Is it possible to collect the planning data from the Oracle instance, create the Supply plan from it but then release the planned orders as if the Oracle instance were an external system and create unapproved PRs? Client currently uses a 3rd party planning system. Data is extracted from the Oracle instance, planned, and then uploaded to the Oracle instance which produces unapproved PRs. They now want to move to Oracle Supply Planning but wish to retain their PR approval
