Summary:

Changes only extract for historical assignment data. The CSV default delivery option includes a "blank" row for all assignments. These records are causing us issues when trying to ingest via OIC and XSD. The data we "care" about is coming through perfectly but we're trying to suppress/ignore the not needed data.

Root Data Group is PER_EXT_SEC_ASSIGNMENT_BASIC_UE so that we have a unique threading DBI

Child Group is PER_EXT_ASSIGNMENT_BASIC_HISTORY_UE

Key Attribute is assignment_id and effective start date

All fields on the extract are tagged as "mark as changed"
