How to enable approval for course enrollment?

Hi All,

We have a requirement where approval is required when learners enroll to any course.

I have used "Learning Request" approval process for the same, but what I am noticing that learners are able to enroll and launch the course immediately without any approval.

May I know which approval process I need to use so that it should go for approval before learners launch the course?
