Used HDL to add rating level translations but no difference in translation tables. Any suggestions?

Summary:

We have had a language pack installed (PTB) and want to add translations to all of our custom values such as Rating Levels. I extracted the IDs of the PTB ratings levels and created RatingLevelTranslation.dat file with translated values. After load and import completed successfully the query still shows original US values in the translation tables. What am I doing wrong? Any suggestions?
