My Oracle Free tier turned off by unknown reason. So I logged in to check why my instance is off. But It showed me Log in with password(formerly I used Windows Hello to log-in), so I changed my account's password and it now shows I have no permission to view resources.

Upgrading to Paid account did not work.

I checked about using root Compartment, but It showed same error on Instance web page.

How can I get access to Instance?
