@SUBSTRING function not working in FCCS

This formula works in Planning (and in pure Essbase) but not in FCCS. The validation in the formula editor is successful but, I get an error message that the the form is invalid in Smart View. This seems like a bug in FCCS, since all the functions are supported in FCCS based on documentation. The @SUBSTRING part is the one that fails. There is another similar question posted here, but no answers or solutions have been submitted. Oracle support refuses to address this issue.
