Learning Recommendation for current job and Careers of interest Section doesn't show up

Summary:

We are in 23C and Enabled Redwood learning, Custom Competencies with proficiency levels have been used for Job Profiles. As per 23C What's new documents, Learning Recommended would show based on the current Job gaps and careers of interest after running job "Most Popular Learning background ".

We don't see these Recommendations in our Redwood learning pages. Even though Career Development->Current Job->Competencies->Related Learning shows the learning items which has the competency as outcome to it.

Anyone else implemented this featured and have any ideas/suggestions for the same. Are we missing any role/privilege here.
