Configuring Flexfields with Visual Builder

I have the requirement to configure a Flexfield on the noncatalog learning request which is based on a SQL selecting a list of courses. This works fine in the non Redwood pages but not anymore in Redwood.

We were told that we now have to use business rules (also advised in What's new for 23D) but there is no documentation on how to do this. I was comfortable with creating a rule to enable CPE but I have no idea how to do this for a Context Segment.

Any advice? I've logged a SR but was advised to come here? Anyone got any documention?
