Restrict movement requests between sub inventories

Summary:

I have a situation in an inventory organisation where they have good and defective sub-inventories and they want to restrict that a user cannot create a movement request between a defective sub-inventory and good sub-inventory. The inventory is spare parts so the same item can be stocked in good sub-inventory and defective sub-inventory depending whether it a spare part for fixing a machine or if it has been removed from the machine as defective waiting to be sent for repair

Based on the use case the solution of allocating items to specific sub-inventories will not work as the item can be in any sub-inventory.
