Report Content Display in Report Package

Content (please ensure you mask any confidential information):

We have developed a report with a Note, Logo, Report Grid. The Report Output looks Okay and displays all the content including the Note.

I have included this MR in Package and Added Grid and Note as Embedded content.

Now when I preview the Report Snapshot for the same POV, the data doesn't show up for Note template. But when I ran the report seperately from Library, the Note Data shows up.

I dont see the another missing piece why it is just not showing up in package but in Library.
