Is it possible to add a user-uploaded video to a Topic Community?

We had an employee (non-administrator) upload a training video for the first time. While it is showing up in search results, it does not appear in the catalog when Browsing because it is not part of a topic community. Is it possible to add eLearning items to topic communities?
