Need help in building custom criteria for person security profile

Hi,

Our organization is having 2 legislative data groups setup (US and France...just for example).

We have a requirement wherein we need to define a "custom criteria" under a person security role for the Performance area.

--> to display ALL France Users, but no users in other legislative data groups/countries.

--> to enable access to ALL France User Data (not restricted by Reports-To, hierarchies, etc.)

What has been tried: 

1.) Restriction by Legislative Data Group standard functionality: did not work, as this field (LDG) only applies to Payroll areas (we need Performance area for this role)

2.) Restriction by Country: did not work (user could only see direct reports, not ALL of "France" employees)
