Stop automatic secure resources on shipments created via recurring process bulk plan

Summary:

We have a custom agent which runs on shipment creation. This agent inserts logistics involved party in the shipment, which is basically the insert user of the shipment.

For shipments that get created via Bulk plan recurring processes, as per default OTM workflow- the shipments get secured automatically after creation. As per above statement the shipment creation agent also gets called. But the securing of shipment via this recurring process default workflow happens first and then it goes to shipment creation agent. We want to reverse this, because we want to send the planned shipment xml to SAP along with logistics involved party details in it. The planned shipment message gets sent to SAP after shipment is secure resources.
