Automatic notification for employee when pass from the waiting list to enroll

we're implementing Learning module for a FSI client. The client asked for create an automatic notification that alerts the employee when they go from being on the waiting list to access an offering to actually being enrolled in the offering. Is it possible? How can we create this kind of notification?
