Summary: If a user approved an entry, they are not able to reject it afterwards a separate user must reject the entry.

There are no issues approving or rejecting an entry that has Submitted status. If a user approved an entry, they are not able to reject it afterwards a separate user must reject the entry.

For example

Kevin posted an entry I approved the entry and then Kevin posted. Kevin than unposted journal and I could not reject but another user was able to reject the entry. Is this new? Histrorically the original approver was able to reject the entry.
