Search Bar does not retrieve people on home page

Summary:

Search bar on home page only returns quick actions but does not work for searching for employees/users

Unable to use the search bar on the homepage to search for employee/contingent worker profiles, only quick actions or recent items appear in the results

however this works fine in other screens where you would click on the magnifying glass icon beside the home icon on the top right corner of the page

We followed the process on how to set up the search bar and ran all required scheduled processes but it does not appear to have fixed this issue. Could I get some guidance on how to fix this?
