How can I activate languages?

Hello to all, 

we need to have in Set Preferences/Languages the full list of available languages. At the moment the only language available is American English. 

Using the task "Manage Language" I saw that there are all available languages but with language status=Disabled and Activation status=not active (see screenshot). 

How can I activate languages? and how can I manage the list of values in the fields in Set Preferences?
