Not able to use smart search Page Template

Smart search Page Template is not available in components

Content (please ensure you mask any confidential information):

Eventhough Smart search Page Template shows installed, it is not available in components. When we click on the component, nothing happens. Also we are not able to update the JETPack to 2310.0.1
