Hide Request a position change - Position details MSS

Hi, by any chance is it possible to hide Department and job from Position details section on "Request a position page". If not, can we make it "Read only for managers please because the requirement is - Managers should only be able to update Budget details and not position details.

Navigation --> My Team--> workforce structure--> Request a position change.
