Deffered counting is not allowed when update entire locaiton is set to No

Summary:

RF Parameter

"update-locn-invn-mode" set as "Counted Items only" and "deferred-approval-mode" as "Manual Approve".

While performing the count receiving the warning message as "Deffered counting is not allowed when update entire locaiton is set to No".

Once I accept the message, system allow me to perform the count and Able to approve the count in the CC adjustment UI screen.

why am getting this error? what does it do?
