How Dynamic Skills works with matching job profile

Summary:

Given you cannot use skills in the best-fit matching capability (per Oracle doc here), how does Dynamic Skills play into the job profile when adding skills specific to said job profile? Does adding dynamic skills to the profile only have an effect for recommending other skills to the employee in Skills Center and similar jobs based on the employee skills, but nothing else?

From Oracle docs on using Dynamic Skills, it states "On the Explore Careers page, the suggestions are arranged in order of their suggestion scores and are based on AI and machine-learning algorithms." do these scores not include anything from Dynamic Skills since it's not using skill content sections in best-fit, or is this calculated by some other score that includes skills? If another score, is there documentation detailing how that score is calculated?
