Not able to see the Option to Enable budget revisions

Summary:

Customer wants to enable and see what budget revision is and how it can be utilized to track the budget. I'm trying to enable the feature but it's not available in Financials. I checked and our application is indeed a hybrid one. Hence, it should've been available for enablement. Any help on why the feature is not available?
