I want to write action rules for OK and NotOK cases in same Inspection Plan, is that possible

Summary:

My Inspection Plan has like 20 characteristics and Inspection level is 100%. Need certain clarifications regarding this.

I want to write an Action rule that would tell the Application that 

(a) If any of the characteristic is NOT OK (does not pass the Inspection), a Quality issue needs to be raised and the item should be moved to a specific Subinventory (like DEFECTIVE) or the material status of the item needs to be changed

For this, is there a way to group the Quality issues (like even if 10 characteristic fails, one issue would need to be raised instead of 10)?

Also, can material status be changed only if the item is lot/serial controlled?
