Do we need to be on responsive ux before redwood ux? Or can we move from Classic to Redwood?

Summary: Our Payroll module is in the responsive UX and we are currently working on moving everything else to responsive UX. Can we just move OTL from classic to redwood or do we need to move to responsive and then rewood? Also, can we have OTL in redwood and everything else in the responsive UX?
