How to find out if any other user is working on the transaction through REST API

Summary:

We would like to know if any other user is performing any action on the quote through REST API. We have enabled Collaborative quoting and we would like to know if any other is working on that quote so that one batch job performed by OIC will skip this transaction and let the user completes their action on that quote and once again picks it up later. So, we need a way to identify if any other is performing an action on that quote through REST API.
