phantom resource not visible in parent assembly WO

We have following structure

1) Item A (Parent assembly) and this has following

1a) Comp B - has a cost of $40

1b) Item C - Phantom

1c) RES1 - $100/Hr

2) Item C (from 1b) has following

2a) Comp D - has a cost $10

2b) Comp E - has a cost $20

2c) RES2 - $200/hr

We have kept the plant parameter 'Phanton Operation Inheritance = Material and Resource'

Now we created the WO for 'Item A', we cannot see RES2 (from phantom) in the WO even though this is 'Manual' charge type.

Can someone please help on this why it is not coming ?
