BPM Worklist approval Edit button and actions setup does not match user experience

Summary:

Requirement: Hide the Edit button and update Actions within the BPM Worklist approval notification based on the 'User' viewing it. 

Content (please ensure you mask any confidential information):

We would like to control what buttons appear within and Approval notification (ChangeAssignmentApproval) depending on what user is viewing it. 

Example: A Creator should be able to see the Edit button, but the Assignee (approver) shouldn't. 

We have updated the ChangeAssignmentApproval Actions within the BPM Worlist area but these don't seem to reflect what is available to users.
