After Work order (WO) completion item lot quantity should not be available for inventory transactions for specific number of days

Content (please ensure you mask any confidential information):

We have a business scenario, where an item quantity after being manufactured will be in cooling for 5 days (after WO completion).  After which lot will be ready for shipping.  Until it is in the cooling room, lot should not be available (5 days) for inventory transaction   After cooling period, item lot quantity should be automatically available for inventory transaction / shipping. 

We tried to use hold days and maturity days by entering 5 in the item attribute under inventory tab. However, hold date and maturity date are not restricting any inventory transactions.
