Project Manager Unable to Update Financial Project Progress

We have enabled both PEM and PM (Financial Projects).

We have captured effort and expenses on financial project using timesheet. We are seeing 2 issues:

  1. User who is not a team member on project cannot update project progress event though he/she has the privilege of 'Project Administrator'.
  2. Project Manager tries to update 'Financial Project Progress' from Project Management work area (PEM)- since the project is created in 'Project Financials' the progress does not seem to get updated.
  3. Actuals are not reflected on 'Project Execution' project for project manager.

How do we update the project progress in this scenario?
