Track all Login attempts from REST/SOAP API

Summary:

We would like to track and report on all Login Attempts from any of the REST/SOAP API's that are exposed within Oracle Fusion Cloud.

We thought this information would be included within the  OAM LOGIN AUDIT REST API but this only tracks logins using the UI and not any of the exposed REST/SOAP API's.

We see this as a security gap as we have no idea who is accessing our data from a REST/SOAP API perspective.
