Project Resource management is not secure

Summary:

Dears,

I have configured Resource management task and added many resource pools .

I have secured the resource by checking the option "Secure resources in project resource pools" under "Manage Project Resource Management Implementation Options" task .

Everything is working fine , but my concern is why the staff owners (that have the role Resource manager ) can see the request and the resource pools of the other staff owners . It is like centralized resource pool . Is there a way to manage each resource manager to its pool only ?

i.e. : Resource manager of POOL X can see the requests of all the other pools if he goes to manage project resource requests ,in manage resource schedule screens.
