How to bulk load HCM exclusion rules by country list?

Hi,


I have tried using the business objects page available under Data loader to build an HDL template for Exclusion rules.

Unfortunately I am not able to successfully load exclusion rules by country list. Can someone help me out with a sample template for loading exclusion rules for each type? specifically country list? I have written a report to get the mandatory field - EXCLUSION_RULE_DTL_ID. But this ID is only available for existing rules, how do we define this for new rules? If I want to load new values - around 100 countries - this is not working as expected.
