Inactivating/Suspending User Account in HDL (Not working for non-employee Users)

Summary:

Issue on inactivating/suspending user account who are admin (which could mean no attached Person Number)

I tried to issue a suspension of user account (via HDL) for user account who have attached person number and it worked perfectly.

But for those user account who are not attached to any person number, it won't suspend the user account

Content (please ensure you mask any confidential information):

METADATA|User|Username|UserId|Suspended

MERGE|User|<USERNAME>|300000154292464|Y ---> This one is linked to a person number

MERGE|User|<USERNAME>|300000002463592|Y ---> This one is not linked to any person number

After executing the HDL, and run the Send Pending LDAP Requests, only the first one got suspended/Inactivated.
