Workflow notification for proposed manager

Hello ,
We are currently configuring a workflow for multiple QA and we are facing an issue with the approval rules related to proposed manager.
There is the option to choose the proposed manager as an approver, but when the proposed manager receives the notification, the below message pops up:
The proposed manager cannot see any of the current or proposed assignment information for which their approval is needed.
I understand technically why this is happening – until the transaction is completed, they do not have access to the record from a security standpoint.
But logically, this does not make sense. Why is there an option to choose the proposed manager, if they are not going to see at least the proposed information?
