Can we implement a new IP whitelist range for internal access and still allow public access?

We implemented new IPs which allow access from within our corp network, but we cannot access any of the public facing features in ORC, OLC, or OTL. Is there a solution to allow both a restricted list of IPs for internal access and public access to ORC, OLC, and OTL?
