How to report on employees that completely left the organization?

Summary:

I am working on a report to pull terminations and need to find a solution to pull ONLY employees that have completely left the organization. Currently, the report is pulling employees that were terminated in one position but still active in another. For example, Employee terms in their primary position but are still an active employee with their secondary position or vice versa. Any help would be greatly appreciated!
