Plant Overheads not attributable to units produced or percentage of completion cost

Plant overheads are calculated on a weekly basis and is not attributed to the units of output where cost is calculated on an actual cost basis. Currently overhead rules allows to configure overheads based on a unit, transaction, percentage or lot basis. Is there a way to apply the overhead cost
