Is anyone else experiencing issues w Award Summarization screen not resummarizing?

Summary:

When creating a new awards, or if we update and existing award the financial data does not summarize correctly in the Award Overview>Financial Performance> Award Projects Summary Screen.

It will leave the amount in the "unbudgeted amount"

We have ran the UAPD from the task menu and have also ran both UAPD and UPPD from scheduled process as well.

This behavior started right after 23D.
