Hire an Employee Workflow erroring out for based on legislation.

Hi All,

We had encountered an issue where the hire an Employee transaction seems to be erroring out (Only for country specific legislations - Here for Canada). And the workflow isn't erroring out immediately also. It goes to 'In progress' status at first followed by 'Auto recovery' then failure with the below mentioned issue description.

And the rule follows (1==1) then 'auto approval'. Does anybody have any thoughts on the reason for this.

'Manage Territories' and 'Manage Geographies' for Canada has been configured same way as other legislations for which the workflow works.

Note: instance has been upgraded to 23D recently.
