What data populates standard fields in completion certificates?

Summary:

With 23D we will be able to start using the print certificate functionality. Having tested this with standard templates loaded, I'm seeing an "Issued by" field which is coming up blank. Where does this pull from? Is this related to who has assigned the learning or something else? I cannot see any detailed documentation about this on the Completion Certificates documentation for 23D.
