Alert for Being Withdrawn from Offering

We are in the process of testing the Recently Withdrawn Assignments to Learners email alert in our lower environments. We have made some minor edits, but it appears the alert is triggered when an assignment is withdrawn from a Course and Specialization, but not an Offering. Is there a recommended configuration for creating an alert that also notifies when a learner is withdrawn from an Offering?
