Can HRs get visibility of employee's notifications?

Is there a way for HR to view a record of what notifications have gone to employees?

e.g. an FYI of approved change working hours goes to an employee. The HR should be able to see this notification.

Would HRs be able to see history of all FYIs sent to employees?
